2026 Community Reinvestment and Reparations Commission Requests for Proposals and Guidelines

The Baltimore City Community Reinvestment and Reparations Commission (CRRC) was established to study, develop, and advance recommendations addressing historic and ongoing harms caused by systemic racism, discriminatory policies, and practices that have disproportionately impacted Black residents and communities in Baltimore City primarily resulting from over incarceration for the sale and use of cannabis. The Commissionβs work centers on truth-telling, repair, community reinvestment, and policy transformation. The Baltimore Civic Fund serves as the RFP administrator.
To support this mandate, the CRRC seeks qualified consultants for two critical areas of work.
Strategic Communications
CRRC is seeking proposals from qualified firms or consultants to provide integrated strategic communications services, including public relations, media relations, media training, and digital communications strategy and management. Baltimore Civic Fund serves as the administrator for the RFP process.
Proposers should demonstrate:
Experience in strategic communications, PR, media relations, and/or digital communications
Experience in public sector, nonprofit, or social justice contexts
Familiarity with reparations, racial equity, or related policy areas
Cultural competency and ability to work with diverse stakeholders
Capacity to collaborate with a public body and meet compliance requirements
Anticipated budget:
Maximum award of $40,000 over a twelve (12) month period
Strategic Planning
The CRRC seeks a qualified consultant or consulting team to facilitate a comprehensive strategic planning and community engagement process. The resulting Strategic Plan & Community Reinvestment Strategy will guide the Commissionβs priorities, operations, partnerships, and community investment practices over the next 3β5 years, while centering community voice, racial equity, and accountability.
The ideal consultant or team will demonstrate:
Experience in strategic planning for public-sector, quasi-governmental, or community-based bodies
Demonstrated expertise in racial equity, reparations, restorative justice, or related fields
Strong facilitation and community engagement experience, particularly with historically marginalized communities
Knowledge of municipal governance and policy development
Ability to manage complex, multi-stakeholder processes
Preference may be given to firms or teams with lived experience and demonstrated commitment to racial justice and community-led approaches.
Anticipated budget:
Maximum award of $45,000 over a six (6) month period
