Rachel is the Director of Partnerships with the Baltimore Civic Fund. A leader in the human services sector, she brings extensive experience designing programs and helping institutions and community-based organizations implement them successfully into practice.

Before joining the Civic Fund, Rachel was a founding member and Assistant Director of Promise Heights at the University of Maryland, Baltimore. She helped secure and manage $45 million in public and private grants, supporting the team’s growth from two employees to more than 50 team members who worked to improve the systems and outcomes affecting the lives of children and families in West Baltimore.

Rachel earned her law degree from Chicago-Kent College of Law and studied sociology and criminal justice at Guilford College.
