2027 Opioid Restitution Fund Microgrant Request for Applications & Guidelines

In August 2024, Mayor Brandon Scott signed an Executive Order establishing a framework for administering Baltimore’s opioid restitution funds to ensure transparency, accountability, and community involvement in the use of the funds. In accordance with the order, $300,000 is allocated to microgrants under this program that will focus on programs, services, and support that address substance use prevention, treatment, recovery, and harm reduction, including the social determinants of health, that redress or prevent other harms caused by the opioid epidemic. The Baltimore Civic Fund serves as the grant program administrator in partnership with the Mayor’s Office of Recovery Programs (MORP) and Baltimore City Mayor’s Office of Overdose Response (BCMOOR). 

Who is eligible for funding?
To be eligible for funding, applicants MUST meet all of the following requirements: 

• Be in good standing with the State of Maryland; 

• Have been established prior to October 2025; 

• Must have proven experience in Baltimore City, including an operating location in Baltimore City, and experience directly serving people in Baltimore City. Must also have direct experience serving populations impacted by the opioid overdose crisis in existing programs.  

• Have been providing services within Baltimore City for at least one year; and 

• Have an Employer Identification Number (EIN). 

Applicants who meet all three priority criteria listed below will be awarded in order according to submission timestamp as along as funds remain.  

1. Serve Black male residents aged 55 years or older; 

2. Has an operating budget under $500,000; and 

3. Will focus on one or more of these impacted neighborhoods:  

• Booth/Boyd  

• Carrollton Ridge  

• Franklin Square  

• Greater Rosemont  

• Millhill  

• New Southwest/Mt. Clare  

• Oldtown/Middle East  

• Penn North/Reservoir Hill 

• Penrose/Fayette Street Outreach  

• Pimlico/Arlington/Hilltop  

• Sandtown-Winchester/Harlem Park  

• Shipley Hill  

• Union Square 

• Upton/Druid Heights 

If the number of applications that meet all three funding priorities exceeds the funding available, the deciding factor will be the application submission date. It is advantageous to apply early. 

If the total number of applicants that meet all three funding priorities is less than the funding available, applicants serving Black male residents 55+ with an operating budget under $500,000 but operate in other neighborhoods in Baltimore City will be considered with the deciding factor being application submission date.
