Elizabeth Tatum

ACTING DIRECTOR, MAYOR’S OFFICE OF RECOVERY PROGRAMS

Elizabeth Tatum is the acting Director of the Mayor’s Office of Recovery Programs, which is responsible for the administration of $641 million in American Rescue Plan Act funding and grants management and oversight for the Opioid Restitution Fund. She has served in the Recovery Office since its founding in July 2021. 

Before joining the City of Baltimore, Elizabeth was a Manager in Strategy & Analytics at Deloitte Consulting, LLP, in Rosslyn, Virginia. There, she led cross-functional teams to design and deliver work for civil government clients in the areas of technology implementation, data science, and AI & analytics strategy. Prior to Deloitte, she served as Senior Policy Manager at the Baltimore City Department of Social Services, where she led multiple initiatives to expand access to mission-critical data, diagnose and solve problems using analytics, modernize operations, and drive results for large, federally-funded child welfare and public assistance programs.

Elizabeth is passionate about public service, racial equity, leading and mentoring others, and getting things done. Elizabeth earned a Master of Public Administration degree from the University of Pennsylvania, Fels Institute of Government, and a Bachelor of Science degree in English Education from Taylor University in Indiana.
